Mixed signals. What! Me Worry?

First this:

"Bush Says Health Care Costs Unacceptable

WASHINGTON - President Bush said Monday health care costs
are rising at an unacceptably fast pace and he called on
Congress to enact White House proposals to tame medical
expenses."

and then this:

Administration Has No Magic Gas Price Fix

WASHINGTON - President Bush's new chief of staff said
Sunday that the White House plan to address high
gasoline prices will have only a modest impact and the
ultimate goal must to be reducing dependence on
foreign oil."

Can anyone make any sense of this? It sounds like we
should either reduce our dependence on health care
costs or Congress will start lowering the price of
a gallon of gas at the pump, is that right? Is that
what this means?
